Upon install of a fresh main battery, the start/stop system began working essentially all the time and has been doing so for the past 1.5 years. Point being, I don't think the change in operation can be interpreted to mean any one specific thing. As the batteries age there will be less time that they reach the threshold to enable start/stop.

This bypasses the battery in the fob. If that won't work with either fob, the next simplest thing is the van's 12V battery (s).
